Try also deleting the the userfile directory (folder in which files are uploaded to) Ckfinder automatically creates the directory needed.

This might help - I installed everything and set the permissions for the upload directories including images/_thumbs and then started using CKEditor but Thumbnails were not being created and only a question was showing for image thumbnails.

I found that I had to go back and rest the permission again. This solved the problem and thumbnails were generated.

I'm not sure why I had to reset the image/_thumbs directory but as soon as I did everything worked fine as far as the thumbnails being generated.
