There are several barriers to success.
Understanding and overcoming these four barriers is critical to the success of a project overall:
Lack of Ownership ¬? Responsibility - for enterprise application may be distributed in different departments or teams resulting in no single owner of the strategic plan.
Politics ¬?- Politics and internal boundaries may create barriers to developing a comprehensive plan, or the plan's owner may not have the support of the team members in other departments.
Competing Priorities ¬?- Team members who support and work on enterprise application projects may have competing priorities with non-project related job responsibilities.
Culture ¬?- An organization's culture and past project history may impair the team's ability to develop and execute a plan. The team may view the strategic planning exercise as another "flavor of the month" initiative.
