We got around the upload issue and the manifest.php by doing the following:
Using an FTP app we uploaded the zucker zip directly into the /cache/upload/upgrades/module directory. Then unzipped the file on our hard drive to get the manifest.php file and renamed it ZuckerReportsCE_1.6g_module-manifest.php. We also took and image file and renmaed it ZuckerReportsCE_1.6g_module-icon.gif.
Once done we loaded the module installer and everything seemed to work. Although we haven't tested it yet we were able to at least get it loaded even after bumping up the max_up_load size in the php.ini to 500 megs
